ARCHIVE POLICY

Journal of Civic Education Research (JOCER) is committed to ensuring the long-term preservation, accessibility, and integrity of all scholarly content published by the journal.

The journal maintains an electronic archive of all published articles and issues through its official Open Journal Systems (OJS) platform. The archive is intended to ensure that published scholarly content remains accessible, identifiable, and citable over the long term.

  1. Digital Archiving

All articles published by JOCER are digitally archived through the journal's official OJS platform.

The archived content includes, where applicable:

  • Published articles;
  • Article metadata;
  • Abstracts and keywords;
  • Author names and affiliations;
  • Publication dates;
  • Volume and issue information;
  • DOI information;
  • References; and
  • Other bibliographic information associated with the published articles.
  1. Preservation of Published Articles

Once an article has been officially published, it becomes part of the permanent scholarly record of JOCER.

Published articles are not routinely removed from the journal's online archive.

If a published article is subsequently corrected, withdrawn, or retracted, the original article record will normally remain accessible with an appropriate editorial notice explaining the action taken.

This policy is intended to maintain transparency and preserve the integrity of the scholarly record.

  1. OJS-Based Archiving

JOCER uses Open Journal Systems (OJS) as its primary platform for storing and providing public access to published journal content.

Published articles and issues are maintained through the journal's online archive and can be accessed through the Archives section of the JOCER website.

  1. Metadata Preservation

JOCER seeks to maintain complete, accurate, and consistent metadata for all published articles.

Article metadata may include:

  • Article title;
  • Author names;
  • Institutional affiliations;
  • ORCID iDs, where available;
  • Abstract;
  • Keywords;
  • Publication date;
  • Volume and issue;
  • Page information, where applicable;
  • DOI;
  • References; and
  • Copyright and licensing information.

Accurate metadata supports article discoverability, indexing, citation, and long-term accessibility.

  1. DOI and Persistent Identification

Where DOI registration is available, JOCER assigns a Digital Object Identifier (DOI) to published articles.

The DOI provides a persistent identifier that facilitates the identification, discovery, citation, and long-term accessibility of published articles.

Authors and readers are encouraged to use the DOI when citing articles published by JOCER.

  1. Digital Preservation

JOCER is committed to continuously improving its digital preservation practices.

The journal may adopt additional recognized digital preservation services, institutional repositories, national repositories, or other appropriate scholarly archiving systems as part of its long-term preservation strategy.

Any additional preservation service formally adopted by JOCER will be transparently identified on the journal's website.

  1. Author and Repository Archiving

Authors may deposit or share their published articles in appropriate institutional or subject repositories, subject to the journal's Copyright and License Policy and applicable licensing conditions.

Authors are encouraged to provide appropriate bibliographic information and, where possible, a link to the official JOCER publication when depositing an article in a repository.

  1. Open Access to Archived Content

JOCER provides public access to its published content through its official OJS platform in accordance with the journal's Open Access Policy.

Readers can access previously published articles and issues through the journal's online archive, subject to the applicable copyright and licensing conditions.

  1. Preservation in the Event of Journal Discontinuation

If JOCER ceases publication or is unable to continue operating its existing publishing platform, the publisher and editorial team will make reasonable efforts to preserve access to previously published content.

Appropriate alternative preservation mechanisms may include:

  • Institutional repositories;
  • Recognized digital preservation services;
  • National scholarly repositories;
  • Publisher-maintained archives; or
  • Other appropriate long-term digital preservation systems.

The primary objective is to ensure the continued identification and accessibility of the journal's published scholarly record.

  1. Retraction, Correction, and Post-Publication Changes

JOCER does not normally remove published articles from its archive.

If an article requires correction, withdrawal, or retraction due to significant errors, plagiarism, research misconduct, ethical violations, or other serious concerns, the article's bibliographic record will normally remain available with a clear editorial notice.

Post-publication actions are handled in accordance with the journal's Publication Ethics and Plagiarism Policy.

  1. Backup and Data Security

JOCER makes reasonable efforts to maintain appropriate backups of published journal content and relevant editorial records.

Backup and security procedures may be implemented through the journal's hosting infrastructure, server environment, publisher, or institutional systems.

The journal seeks to minimize the risk of permanent loss of published content resulting from technical failures, accidental deletion, or other operational risks.

  1. Responsibility for Archiving

The Publisher and Editor-in-Chief of JOCER are responsible for overseeing the journal's archiving and digital preservation practices.

The editorial team periodically evaluates the accessibility and integrity of the journal's digital archive and may implement additional preservation mechanisms when necessary.

  1. Transparency of Preservation Arrangements

JOCER is committed to maintaining transparency regarding its digital preservation arrangements.

The journal will identify recognized external preservation services or repositories on this page when such services have been formally adopted and are operational.

JOCER does not claim participation in any digital preservation service that has not been formally implemented.

  1. Long-Term Preservation Commitment

JOCER recognizes that scholarly publishing requires the long-term preservation of the academic record.

The journal is therefore committed to ensuring that published content remains:

  • Identifiable;
  • Accessible;
  • Discoverable;
  • Citable;
  • Preserved; and
  • Part of the permanent scholarly record.

Through its OJS-based archive, DOI infrastructure where applicable, backup procedures, and continuous development of digital preservation practices, JOCER is committed to maintaining the continuity, accessibility, and integrity of its scholarly publications.
